Writing a strategy involves setting goals/targets/intentions, determining actions to achieve the goals and allocating resources to execute the actions.  A strategy describes how the end in mind will be achieved.

The time spent creating strategy and ‘how to roadmap’ then measuring the implementation is time spent working ‘on’ the business vs. in the business. Many leaders and managers can easily get sucked into the latter.
