Writing a strategy involves setting goals/targets/intentions, determining actions to achieve the goals and allocating resources to execute the actions. A strategy describes how the ends (goals) will be achieved by the means (resources). The time spent creating strategy and then measuring the implementation is time spent working ‘on’ the business vs. in the business. Many leaders and managers can easily get sucked into the latter.
